How long does it take for angelfish to pair off?

I have eight angelfish in a 37 gallon aquarium. they are about the size of a dollar. I know the aquarium is too small i am going to get a 75 gallon soon or get rid of the other angelfish. I have had them for about a month now. Also one angelfish doesnt seem to be growing. i change the water regularly
