Is it possible to get a visa in the USA for another country if your not american?

a friend of mine wants to visit canada / live here for a bit with me, but they are a Philippines citizen living in USA under their parents because one is under a diplomat status but they are in their 20's, could they get a visa to canada in the US or would they have to apply back in the Philippines for it? thanks in advanced for the answers ^^
