What do you think of a man who thinks it is okay for foreign parents to take there US born children?

What do you think of a man who thinks it is okay for foreign parents to take there US born children out of the USA to there native country with out the American parents consent? But the same man says that it is wrong for American parents to take there foreign born children back to the USA in a similar case, unless there is abuse. It does not matter if the fourgn parents is a mother ot father. He says that only americans who are in the same stature as diplomats who work for the US State Department are good parents.
