What is the procedure for having a soldier discharge from his tour in Iraq?

I have been told by this soldier to send $500US dollars to an diplomat in Fort Nelson BC Canada and they would send me forms to fill in and then I would have to pay filling charges after I have filled in the form and then he would be sent here to Australia, I think I am being scammed does anybody have any idea
