Why is DSK's diplomatic immunity not recognised?

Diplomats in the country to which they're posted have diplomatic immunity. UN diplomats like DSK have diplomatic immunity in all countries. Regardless of his guilt or innocence, why is his not recognised? Why did the police wait 9 hours or more to arrest him on a plane to parade him in front of waiting press at the airport and not before?
