Why is my female quaker plucking the males feathers?

there about two years old and the weigh 3lbs each, we just bought the pair at a yard sale today and seen the male had lost a lot of feathers. we asked what had happened and the lady said the female was plucking the males feathers. we would like to know what else causing it
