you can't form a single army without becoming a federation, so what the Saudi official said is nonsense because the other 5 countries will not accept letting Saudi Arabia be commander of such army alone without some kind of democratic and constitutional reforms to allow for that. Remember the Monetary Union , the UAE and Oman pulled out of that.
